The mission of the General Services Department is to provide safe, effective, and efficient service delivery for real estate and asset management, project management for the design and construction of new public buildings and renovation of existing buildings, operations and maintenance of existing facilities, acquisition and maintenance of fleet vehicles and equipment, and specialty support activities such as custodial and mail management services.
About the Department
The General Services Department is organized into five divisions covering a wide range of programs, projects, and services. Here are the five teams:
The Real Estate Division manages the City’s portfolio of real estate assets, including land acquisition and land disposition. This division also oversees lease activities whether the City is the lessor or lessee. Finally, Real Estate provides specialty services related to acquisition of easements and rights-of-way as well as property development/re-development activities.
The Building Construction Division leads a program of capital projects covering the planning, design, construction, and commissioning of new public buildings and major renovations of existing facilities. This division provides project management services for Capital Improvement Program (CIP) projects for its home department (General Services) as well as other departments including Parks and Recreation, Community and Economic Development, Transportation, Asheville Fire Department, and Asheville Police Department.
The Facility Maintenance Division is responsible for the maintenance of 60+ buildings throughout the City of Asheville. From building envelopes to mechanical, electrical, and plumbing systems, Facility Maintenance staff work on buildings old and new. The maintenance team includes members who have earned licenses from the State of North Carolina in areas including plumbing, electrical, and other trades. In addition, Facility Maintenance employees provide support for key sustainability initiatives ranging from the installation of solar hot water heaters to building controls and automation.
The City Hall Operations Division manages an array of staff and contracted services designed to support operations in City Hall and beyond. Direct services include custodial work, elevator operation, and related activities. Also, this division provides specialty services that support all departments such as mail management and delivery services.
The Fleet Management Division manages the acquisition and maintenance activities for a fleet of 850+ vehicles and pieces of equipment. Vehicles in the fleet portfolio include police cruisers, fire apparatus, sanitation trucks, light-duty vehicles, dump trucks, off-road equipment, and more. Fleet team members demonstrate their professionalism through certifications including ASE (Automotive Service Excellence) and EVT (Emergency Vehicle Technician). In addition, the Fleet division operates the City Fuel Station, and it supports sustainability efforts through the operation of alternative-fueled vehicles including electric vehicles, biodiesel, and compressed natural gas (CNG).
